Nixon signs bill on 'synthetic

O'FALLON, Mo. -- It's known as fake pot or synthetic marijuana. Soon, it will be just as illegal in Missouri as the real thing.

Gov. Jay Nixon appeared Tuesday at the St. Charles County Sheriff's Department to sign a bill criminalizing the product known as K2. The law, effective Aug. 28, makes K2 a controlled substance, with possession punishable by jail or fine.

Specifically, the law bans synthetic compounds that are sprayed on dried herbs and flowers and often sold as incense. The product produces a marijuana-like high when smoked or inhaled. It is sold in smoke shops, convenience stores and elsewhere.

Nixon said K2 has been associated with health risks ranging from elevated blood pressure to hallucinations to possibly seizures.

"Most alarming is that health care providers and poison Sexy Costumes control centers are seeing increased use of K2 by children," Nixon said. "It is unsafe and has serious potential for abuse, especially by children."

Missouri becomes the fifth state to ban K2, following Kansas, Alabama, Kentucky and Arkansas. Kansas enacted the first ban in March.

Some Missouri towns and counties didn't wait for the state. St. Charles and Pettis counties and several municipalities have banned K2 in recent months.

Lawmakers and police officials said they first learned of K2 late last year, alarmingly, from their kids.

Ron Replogle, superintendent of the Missouri State Highway Patrol, recalled asking his son, who is in college, if he knew anything about K2.

"Oh, everybody's doing it, dad," Replogle said he was told.

Those caught with K2 face the same penalty as those caught with marijuana. Possession of 35 grams or less is a misdemeanor punishable by up to a year in jail and a $1,000 fine. Possession of larger amounts is a felony punishable by up to seven years in prison.

A detailed picture would be available within the next three weeks, the sources added.

The RCOM-GTL deal does not include the optic fibre network of over 200,000 km and related assets owned by Rel Infratel, which is to remain under RCOMs ownership.

Though the exact financial details of the deal are not immediately available, it is learnt that the deal is not based on the exact number of towers that RCOM owns but the tenants on those towers. The current and future tenants of RCOM's towers are said to have enabled a deal size of Rs 48 lakh per tower.

With the 50,000 towers owned by RCOM, the deal pitches GTL Infra into the No. 2 slot in India with a combined total 80,000 towers, behind Indus Towers' 1 lakh telecom towers. As against GTL, which is an independent and neutral firm, Indus is a consortium owned by leading telecom companies, including Bharti Airtel, Vodafone Group and Idea Cellular. The owners of Indus have pooled their assets to form the firm. GTL, on the other hand, continues to remain independent and neutral.

Upon closing, the merged entity will have over 80,000 towers and over 1,25,000 tenancies from over 10 telecom operators. The interests of RCOM as the largest tenant of the sexy lingerie merged entity have been adequately protected through appropriate contractual arrangements, sources said.

Sources said RCOM decided to ink the deal with GTL because of "the benefits of scale that would be immediately available, as well as enjoying the future benefits when more tenants get added onto the towers".

Globally, Crown Castle and American Tower Corporation are among the few telecom firms that are not controlled by telecom operators. SHOPPERS are being warned to keep a close eye on their bags after an elderly woman had her purse stolen at a town's weekly market.

Jury deliberate over teen rape

VERDICTS were expected today in the trial of a Llanelli man who denies raping three teenage girls.

Judge Keith Thomas began summing up the case yesterday and deliberations by the jury of six men and six Swiss Army Watches women were due to start this morning.

Accused at Swansea Crown Court is 22-year-old Dean Cleobury, of Rhandir, Bynea, and formerly of Culfor Road, Loughor. Cleobury denies rape charges involving two girls aged 16 and one aged 15.

The youngest complainant was allegedly raped last August during a camping trip to Pembrey Country Park.

The court has heard that, at the time, Cleobury was on bail accused of wholesale lingerie sexually attacking the two other complainants.

He is alleged to have raped a 16-year-old five years ago, and another 16-year-old in 2008 after she fell asleep at a party.

WHO said Formula One is boring? You might have got a processional race last time out in Bahrain and cursed the regulations that militate against overtaking, but get yourself along to St Kilda, Melbourne, and watch the 'hoons' go by.

Hoon is Australian for boy racer, the brake-smoking, tyre-burning scourge of pedestrians and police alike. So yesterday, while this city -- and the motor racing world -- held its breath over the entertainment level at tomorrow's Australian Grand Prix, Lewis Hamilton was acting up like a hoon. His car was impounded in this bohemian district for his skidding antics.

You doubt he slept much last night, racked by guilt for being 'silly', as he phrased it. The law will take its rightful course -- and, my goodness, are they strict here about this sort of thing -- but at a human level this correspondent feels more sympathy than censure towards the miscreant.
